I know I have to buy them from the Cattlelog, but how long do I have to wait before I can purchase them? 
I have my second Cattlelog now, and I have been playing for about 2 and a half weeks.
Also, how much does each rod cost?

Rods come out every few cattlelogs, and vary on cost. I recommend that you get as many fish as you can with the current rod before you move onto the new one. Some theorize you catch more of the fish that way. You can buy the next rod and leave it in your mailbox, if you aren't ready to use it. I'll get you more info in a minute or more

If you want a new fishing rod you have to order it from your catalog at your estate.

New rods come approx every 4 weeks, as long as you check your cattlelog each week.
On one toon I have tested the "catch as many as you can" before upgrading and it's working great! He had 56 on the hardwood (out of 60) before I decided to upgrade. He has two fish that I still don't have on my 121 toon and he caught them within 24 hours of being created.
Check out the fishing guide and see exactly where to find those particular fish - it's a great help!
