I now have my lawbot suit, but have no clue what to do next. No one ever seems to be in the HQ. Do I have to do DA's before the actual HQ? I think I have read almost every site out there, but still really unsure. My true friends haven't been online in ages, so looking for some toontown guidance. I am usually on evenings (ET) and early mornings.
I am now a 105.

After you get your Law suit, then you stop getting real toontasks. (I mean that you only get the "just for fun" toontasks).

Congratulations on getting your Lawbot suit! Now, you need to get your Jury Notices before you can fight the Chief Justice. You can get Notices in Lawbot buildings or Lawbots on the streets, but the best way to get those notices is to go into the DA offices at Lawbot HQ. If you go early enough to get into Nutty River, or if you have a friend who can get you in there, you will usually find enough people waiting by the DA offices. Good luck!
