I don't remember the buildings that you go to, or what street they're on at the moment, but you could try the puzzle they have on the Toontown homepage. That should give you the answers.  Good luck!

You keep your pumpkin head in all the places you would have kept another reward (large head, big toon, little toon), etc. So, in the Factory, I still had my pumpkin head, but in the Mint, I was back to normal.
One word of caution--do NOT get any rewards that change your toon's appearance while having a pumpkin head--you will loose the pumpkin head and won't get it back until next year. (this statement is based on painful experience)
See the Trick or Treat subject regarding how to get your pumpkin head.

Yes you keep your pumpkin head in all the same places you do with the shape shift tasks, for ex. small toon in vp, but not in cfo
It looks kinda funny seeing bright orange head in a vp cog suit tho. RFLOL
