Hello. I have had that very same Task. It was The Minglers! Took me forever; I even e-mailed Toontown twice because I could not get any more Tasks other than 'For Fun'. I found the long and hard way that the best way to finish these Tasks is to look for them only in four- or five- level buildings. I searched all over Sellbot HQ and fought(and vanquished!) nearly all of the Minglers in my Cog Gallery, to no avail. (though I did fill out my Cog suit for Sellbot rather well.) My daughters Task for this was The Legal Eagles. Those started out the same, but then ... a miracle! A Legal Eagle invasion! She got lucky, the cute little goof that she is.

This task caused me to look on the net and that is when I found a forum... it was in the 3rd week of looking and killing a good number of eagles and still never got the key that drove me crazy. Not sure what causes it but some toons find it after an eagle or two and others have to kill like 30....
Look in the 4 story Law buildings... Sleet Street or Polar in the Brrrrgh is good. Polar has the tougher cogs. There is a street in Daisy Garden that has Law too (sorry - can't remember name)... look for 4 story buildings if you can. I have found them in 3 story buildings. Lighthouse Lane in Donald Docks has Law buildings too.... Work your throw since you need a cream pie in Minnies to complete a task.
Shop around on your next toon (yes - there will be a next toon  ) and try to get the Mingler one. Worst case is that you'll have your Suit and you'll have to VP
