Go to Tools then Internet Options. The first group box should be about setting your home page. If you are on TTF then select "use current" and it should set it for you.

Note that with certain antivirus/internet security programs, a feature is contained that prevents the changing of home pages, even if the computer owner wishes it to change. In these cases, one has to go into the settings and edit before a change will be allowed. Typically, it's a good feature which prevents hijacking of your Home page to somewhere you don't want it to go. This happened to us sone time ago when we were using a Norton/Symmantec product.
