Help me, please!
I need to get my 16th Gag Track, but no one will give me a task to do it!
This is for Drop, in case you were wondering.
My ToonTasks are clear, so, how do I get my 16th?!

Have you completed all the other tasks? The one for teleport access, hold more jellybeans, and hold more gags?
usually after you have completed these tasks, you'll be able to find the last gag track.

Yes, I've completed the jellybeans one. I can hold 60 now.
I have teleport access to ToonTown Central AND Donald's Dock.
I can hold 30 gags.
Where do I go, though?
All the tasks that are being offered are to get my Laff Meter up and the "Just For Fun!" ones.

Check to make sure you don't have any tasks currently that you're working on. If you have any tasks that show up in your shticker book on the "task page," then first finish those and turn them in. However, if the "task page" in your shticker book is completely empty and you are still getting offered nothing but just-for-fun tasks from the HQ clerks, then your toon is indeed "stuck" and it'll take some e-mails to Disney to fix it. I've only heard of this "stuck" thing happening to one other toon, though, so it's very rare. A more likely answer is that you still have one task you're working on (or maybe you've completed it but you haven't turned it in yet), and as soon as you finish that task and turn it in, the HQ clerks will start offering you real tasks again. I hope you're not truly stuck!! But if you are, Disney can fix it although it might take quite a few e-mails.

My Task page is empty. The HQ Clerks have been offering me tasks that will get my Laff meter up. Is that the problem?

Yes. You will need to do the laff tasks to get the final gag track. Or, at least, in my experience it has been that way.

If you are in Daisy Garden, all you will get is laff boost tasks. You work on gag tracks again once you reach Melodyland.

I'm currently doing my 16th Gag Track.

After Donald's Dock would be Daisy's Garden. That's when you start working on stuff for Sellbot HQ and you get a lot of laff boosts.

Be aware, too, that you can shop around for tasks. Different HQs and shopkeepers may give you different options for the same reward. Like, for a laff boost, you might be offered 'Defeat 20 glad handers'. The next place may give you 'Defeat 30 cogs' for the same boost.
I ALWAYS go for the more any cog/anywhere task than the specific cog tasks. Usually much quicker overall.
And never, never, never take the defeat 200 5+ story buildings task

Haha, thanks. I knew you could do that, though.
Yeah, I took the task where you have to visit the Dectective and the Judge. Wasn't too hard. I'm really excited!
I had to beat up lots of these toughies.
