You don't have to pay extra for a Test account. I'm not sure how, but there are others who know.
Welcome to TTF!

Nope, you don't have to pay.
Occasionally, TT will say "accepting new toons to our test account" or something like that. You sign up. You wait. Some wait a day, some wait years. Test is just like open except there are fewer toons, only two districts. You sometimes lose everything you gained, sometimes your toons. The good? You see new content first. You then have to say what has gone wrong with the old content when the new content comes in. You, also, submit bugs for new content.
Test is a lot of fun. Its a lot of work. Toontown won't guarantee that you can get to test everyday.

Well said. Test is for those who like to live on the edge of Toontown gaming reality... Yes, everything can be lost in a minute. This is the site where all things new get tried out before being put into the public-arena of Toontown (or else gets scrapped cause it's SO bad). You should be aware that there are only two districts on Test, so sometimes tasks can go a while before the opportunity to complete them is available. Bldgs sometimes are in short supply there, for instance. Invasions are much less often, so gag building is done the old fashioned way... through time and patience LOL. (or else LOTS of factories and mints.
Good Luck on your quest to become a tester. It can be a Hoot, or else something more difficult.

Thank you Silly Bubbles for the excellent idea to sticky this topic. We have had a lot of toons asking this question lately.
Keep in mind that signing up doesn't mean you will get chosen. It may take a LOOOOONG time to get chosen, IF ever. They don't like you to ask them your status. They don't like you to sign up more than once. The best thing to do is to sign up and forget about it - work your regular toons and go on with your life.
Note, though, that if you pay for more than one account, you CAN sign up under each account. Many people have more than one Test account. Some people think this isn't fair, but ToonTown counts each account separately. They don't care if it's one person or different people. And having one Test account already doesn't help you to get another one.
