i beat all the cogs on the shicher book i even beat them the number it said to beat them im thinking how do i get the cog radar i need it to finish a lot of my toontaskswith it.

If you defeated all the cogs it asked for, then you have radar. Just open to the Cog Gallery and click on the type of cog you want to check. It will tell you how many of each specific cog is on the street, and how many buildings there are. Congratulations!!
