No, you can still be True Friends. However, Disney does not want you giving codes through some of our 'old tricks'. For safety sake (remember this is really a kid's game!), they want you to actually KNOW the person so you have to give them your code in person.
I believe most folks on this list will advise you to run with the group a few times. Make some non-SF friends and see if your schedules match up and if you run into each other often. Then, you can exchange codes here via PM.
