If the Mouse emailed you with a specific account name and password then you should have full access to Test. I would try contacting them and letting them know that there is a problem. ( I assumed you got an email since you said you had been waiting 3 years).
Some are using their Open account Info to access Test and yes those Toon are stuck with a Trail Account.

For sure - if they gave you a new username and password, it should be the full account.
Did you really apply three years ago - one time only? If so, I'd recommend applying again.

Can I join the rant? I have five accounts I cannot use because of port 6667 and Disney informs me that yes you have a problem but too bad, here is a lousy test account, which also turns out to be a trial only, I cannot upgrade!!! I finish everything I am allowed to do in one week, whoopeee, so generous!! They should be so proud. I am slowly losing interest in TT as I stay longer and longer off it. It is not worth the effort of paying for five accounts and trying everyday to log on and getting booted.
