Disney is coming out with a new section of their site called Disney XD (stand for Disney Xtreme Digital) which you will be able to access here: http://play.toontown.com/disneyxd/

In fact, I think the following article will explain it a little better than I do, with screen shots and all.

So your new friends list will be able to add friends who are playing on disney's new XD site.
I don't know about having all your friends friend list available to you.
