This is a very good question that has confused a lot of people. Sometimes it's predictable, sometimes it's not. Here's what I've discovered over the course of way too many cog battles.
First terminology - that bonus is commonly called the lure bonus. Also can be called push-back damage or knock-back damage. (And you're right, sometimes when you hit (but don't kill) a lured cog that doesn't get the push-back bonus damage, he stays standing in position as though he's lured. This is a display bug, and as you correctly note he's not really lured, and can be hit by drop.)
Also note that only throw and squirt attacks ever get a lure bonus. Trap requires cogs to be lured onto them, therefore you're not attacking a pre-lured cog. Drop always misses lured cogs. Sound simply doesn't get a lure bonus.
In boss battles, all lured cogs get a lure bonus.
In factories, mints, and DA offices, the cog you run into will line up on the right, and will always get a lure bonus. The last cog standing will also always get a lure bonus as long as he's killed by himself (i.e. not in the same attack round as any other cog). The others are iffy, and many people consider it random. I don't think it really is random, but I know it does depend on which cog you ran into and which order you kill them in, and how many you kill in each battle round, so it's very difficult to predict and most times might as well be considered random.
In buildings, there's a rule of thumb that works the vast majority of time, though I have seen it fail. All cogs that are already present on a floor when you arrive will get lure bonus. All cogs that come out of the elevator as reinforcements will not get lure bonus, except that the last cog standing will get lure bonus as long as he's killed by himself (as explained above for factories, mints, & DAs).
I'm not as sure about street battles (just because I don't personally do them very often any more), but I think the first cog engaged and last cog standing will always get a lure bonus. I'm not sure if the others don't, or if it's random, or what.
