The Brrrgh Toon

I've started a new toon a little while ago (like a month), and didn't do anything with it, but have started playing with him now to make him my second main toon. I've noticed that there are tons of Bottom Feeders in TTC, as 38 of the 124 cogs I've defeated have been of that kind, or a whopping 30.6% (63 have been Lawbots, or 51%)  I was just wondering why this would be if I have been on all of the streets evenly, and my first toon hardly had any lawbots until I made it to the Brrrgh._________________  |
