Hating the LOM!

| I've been in a questioning mood recently. Could someone tell me what user/toongroups are? I looked in the FAQ, but that basically made me more confused. Also, how do you join? I know that some are off-limits to me, but what about the ones that aren't. As usual, I'm quite confused so if someone could clear this up, I'd be greatly thankful.
