I am relatively new to Toon Town but I have seen both sides too. It all depends on where you run (play)I think. The BAD gags of some toons we had a discussion not long ago about just that. What is UP? Nobody knows...greediness? Unwillingness to spend the grueling amounts of time working those gags?( if you can't get in River) I don't know... I bet the ratio of under 100 laffers (ubers and non) with maxed gags is not far off from the 100+ side anymore. *I* was too afraid to do VP until I had a few maxed. I agree with you on Trap being hard to max but Drop...I STILL drop my way through buildings when I solo. Not to mention I actually enjoyed working them and getting the new ones...we'll see how I feel about maxing the 2nd one out 
I think griefing has gotten more creative maybe? they've found new ways to be a nuisance...Griefing like bike horns from 100+ is all done in fun as far as I have seen.
