Well, speaking as a toon who has both (toons with maxed and unmaxed gags), I think it's all about the friends you are with. My sleepy little puppy lacks a decent trap, but his drop (now) can take out an 11. However. I have been working his gags and have not wanted to take him to any of the larger boss fights. I don't wanna drag my team down.
With that said, I don't mind a little gag working (in mints, da's, etc) when you are with friends and you do it responsibly. For instance, in a bullion. When you come up against a 10's and 11's, the people I'm with usually one fog and rest ele's. That will make the 11 cogs red. I usually throw a trap. Does it slow the process up? Some. But nothing major. Again, you have to do it responsibly. Keeping your team mates in consideration is the key. Most of the gag working should be done in a building or with friends.
