Hmmm, so we can ignore certain noisy toons and then un-ignore them. I may like that! 
I don't know that the Report button is bad. However, I think it will be used poorly a lot, especially at first. I mean, like Max said - if you report a toon for picking gags quickly so other toons don't get into the battle? I don't think that is a reportable infraction myself. And, certain behaviors could be shown to be worse than they are. I'm not sure I've ever been in an encounter with a toon that I would find reportable. The only thing that comes to mind is a pair of toons with names when running together were objectionable.
